I was able to duplicate your problem, on my HTTP Server, which is at V4R5. In my case, it had nothing to do with CGI. When the number of client connections (shown by NETSTAT *CNN) exceeds the number of HTTP Server threads (shown by CHGHTTPA), the entire HTTP Server locks, and doesn't recover. I solved the problem by increasing the number of HTTP Server threads from 40 to 100, and cutting the PersistTimeout (HTTP Configuration Directive) from 5 minutes to 1 minute.
