For CGI programs to read files from the IFS, the user (default is QTMHHTP1)
needs these authorities: *X to all directories in the path and *R to the file.

However, the error message says "no such path or directory," which does not
appear to be an authority problem.

Is there an retekweb directory off the root?  Is there a file test.html in that
directory?
