Another thing that can cause this is library lists. If a file being opened by the CGI program (via the RPG Cycle for example) does not exist in the library list, the program will blow. I like to look in the job log for the CGI job that handled the CGI program. That might help you get a better feel for the kind of error that's really occurring.
