Are you sure it started?  Look in QHTTPSVR subsystem.  Maybe there's a
message.  Or, maybe the file you saved wound up with a name (or extension)
you don't expect.

You can also start the server in verbose mode with -vv:

STRTCPSVR SERVER(*HTTP) HTTPSVR(PHIL '-vv')

Then after trying to access a page, work with the printer output for the
httpsvr job.
