This sounds like a possible config issue;
As I have not had time previously to follow this
thread - did you show your config(s) that you have??

I got tired of trying to refresh my screen and it not working.  So I tried
ENDTCPSVR *HTTP
STRTCPSVR *HTTP

Now when I try to access that web site I am getting:

The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might
be experiencing technical difficulties, or you may need to adjust your
browser settings.
