Aaron its Distributed Relational Database Access, allows you to connect to not only other AS/400's databases, but also other systems such as Oracle if you have the Oracle gateway manager installed. It runs over both IP and SNA ,although IP does have issues which will hopefully be resolved in V5. Its built into the OS and relies on you adding Relational Database entries to the 400, to define where the connections are WRKRDBDIRE. This includes your local system which will need an entry.
