Unless I do not understand your question, you cannot name a program beginning with a '?'. Here's the text from some IBM documentation on object names:

"Every basic name can begin with the characters A-Z, $, #, or @ and can be followed by up to nine characters. The remaining characters can include the same characters as the first but can also include numbers 0-9, underscores (_), and periods (.)"

The compiled program will be an IBM object so it has to follow the naming rules. I would simply recommend you do an internet search using the following string:
+"IBM i" object names

The quotes around "IBM i" preceded by the plus sign limit your results to things on IBM i.
