It's supposed to come with RDi.
In my case, I installed RDi into c:\RDI9800 on my Win 10 (now Win 11) machine. So the JRE that RDi wants is located in C:\rdi9800\IBM Rational Developer for i\jdk-11.0.20.1+1\bin

I can see this path in c:\rdi9800\rdi.ini

jdk-11.0.20.1+1/bin/javaw
