I have a couple of SQLRPGLE programs that won't outline (even though they
compile and execute without error). Ctrl+Shift+F is broken as well. Other
programs in the same style Outline and reformat without issue.

Outlining: Ctrl+Shift+F5 doesn't do anything--the Outline window remains
empty. The usual parsing job does not execute when these source members
are loaded.

Both RDI's (9.8.0.1 (Win10) and 9.8.0.2 (Win 11)) are afflicted. Java and
Windows 10/11 updates are current. V7R5. "Update the Outline view when
text is changed" is checked. No funny stuff--no weird characters or weird
object names, just static SQL, /COPY statements, binding directory--in
others, just like 2,000 other programs in my library.
