IBM makes available the IBM License Metric Tool (https://www.ibm.com/support/pages/downloading-ibm-license-metric-tool-92). This can be used to run inside your company in order to provide reports about the number of installations of IBM products including Rational Developer for i. This can be used for audit purposes.

At a high level, the tool looks for specific files.
e.g.
ibm.com_IBM_Rational_Developer_for_i_RPG_and_COBOL_Tools-9.8.0.swidtag
ibm.com_IBM_Rational_Developer_for_i_RPG_and_COBOL_Tools-9.6.0.swidtag

He mentioned that they download the .v96.pek.jar file. That indicates they are using Authorized User licenses.

We will need to hear from an IBM License team member on the best way to calculate the usage in a network.
