Hi Javier,
The version of IM used to install RDI 9.6 will not be able to connect to the online repository due to security updates performed on the repository. The solution is to update the version of IM managing the RDI 9.6 image as follows;
Download IM 1.9.2.4 following the download link on this page:
https://www.ibm.com/support/pages/node/6967000#DNLD
Unzip (Extract All) the downloaded zip and run the installer in the extracted image.
Start IM from the Start menu and open the IM settings and add the following repository URL:
https://www.ibm.com/software/repositorymanager/com.ibm.rational.developer.ibmi.v96
Close the settings and try updating RDI 9.6 to 9.6.0.13 and it should now be successful.

Subject: [EXTERNAL] [WDSCI-L] Updating RDi 9.6.0.6 to 9.6.0.12
I had to do a reinstall of my RDi 9.6 because I've got a new laptop.
I tried to use the automated web installer but I got some errors. I had to
use the two-zipped disks version and that worked OK.
But this process does not automatically install the latest patches and
updates, and it leaves version 9.6.0.6 installed. In my previous laptop I
had version 9.6.0.12. I have been trying to update it, but I do no have
the update repository URL.
Could you please provide me with such a repository, or else, how do I
better get it to update to version 9.6.0.12?
