I've done a quick scan for Validate and I am not finding it in the base 9.8 code. (Other than validate name in DDS.)
Did you install any 3rd party plugins or the Eclipse WTP Common Tools? I believe WTP adds Validation Framework. (Which we are not currently hooked into.)
On Windows, we do have the Source -> Verify and Verify Prompt which calls the local Program Verifier.
You can use Alt+Shift+F1 to bring up the Plugin spy. It may show which plugin contributed the menu option.

One thing that puzzles me is the "Validate" option (with a checkbox) I see whenever I right-click in a source.
