I googled for rational developer for i 9.8 - maybe I have just been looking a lot, but try it - first item was

One big deal is that installation is much simpler - there are many Youtube videos about RDi, especially about installing 9.8 - it does need a new activation kit, but Steve Ferrell has instructions in those videos.
