Now there's a question I'm ashamed to admit that I never asked.
I was under the impression that Authorized User licences are per seat. I was pretty sure that you can install RDi on as many PCs as you want (eg work & home) as long as you don't simultaneously use more than the total licences you purchased. That would mean there's no formal transfer involved; just 'On my honour' that I'm not paying for 3 and having 4 use it simultaneously.

The RDi Pricing section says 'App developers requiring dedicated use of a single entitlement'; not a 'named user', so maybe that's all one needs to know? https://www.ibm.com/products/rational-developer-for-i/pricing
