I ran into the same issue. What I did was to unzip the original install
DISK1 and add it to the Install Manager below the v9.6.0.12 DISK1. Then my
install found the missing installation files. Seems some
required installation files are not included in the update packs.

Everything seemed to be working find until I tried to use the %UPPER
opcode in RPG. The editor doesn't recognize it??
I'm on 9.6.0.11

So I thought I'd update to the latest version using Installation Manager.
I get almost all the way through the install, then receive "Failed to find
required installation files". I've tried to paste the image of the message
(windows won't copy the message text). Basically, it's looking at
'plug-in org.apache.commons.io_2.2.0v201405211200'

Not sure how to proceed.
