Would pasteOverlay do what you require?
Depending on your requirements you might need to insert some blank lines
first.

I don't now recall if it has a default key binding.
I set my own up in Preferences | LPEX Editor | User Key Actions.
I use Key a-v, Action pasteOverlay

You can also move a rectangular block left/right with alt-f7/alt-f8
(and you only need select the left edge of the block)
