Did you get RDi through Passport Advantage? Or through a business partner? If the latter, normal problem reporting should let you do it - standard IBM support.

If through Passport Advantage, you should have received how it is supported - I haven't done that, so don't know the path. Others here should help;

RFEs are not intended for reporting problems - never have been. Request For Enhancement? Well, a fix isn't really an enhancement, right?  :)
