With IBM's help, we got this working today. I can now debug with a secure connection using public key authentication.

My issues:
1. My home directory on my user profile was / instead of /home/username
2. QSSHD user profile was disabled

That concurs with my observations as well. Debug was the only thing I
found that didn't work, but that was a deal-breaker. We already use
Kerberos (so user/password not a problem), so I decided to live without a
secure connection.

I just opened a ticket. I'll let you know how it turns out.

But it appears to me that RDi uses SSL/TLS for connections involving RSE
etc. But is trying to use SSH for the debugger.
