Yes - and I wasn’t able to update from 9.6.0.10 to 9.6.0.11 because the local help feature was installed - same conflict - resulted in a rollback.

After removing the (old) local help feature, the update worked.

After updating to 9.6.0.11 on a new install I am unable to apply the Local Help plugin.

Apparently the fix pack includes a newer version of Local Help, and updates some of the jar files included with the current separate local help download.

The new feature version 9.6.1100.v20210818_1544 contained 21 plugins.
The prior feature version 9.6.0.v20180508_1515 contained 38 plugins.
