Hi David,
I just downloaded and unzipped the fix pack, added it to my IM Repo, along with the online repo for .v96 and I can install it.
It's a fix pack so you need the
https://www.ibm.com/software/repositorymanager/com.ibm.rational.developer.ibmi.v96 repo, in addition to the unzipped file location for an install:
C:\IBM\install96011\disk1\diskTag.inf
For an update from 9.6.0.10, you can simply point to the:
C:\IBM\install96011\disk1\diskTag.inf
