this is actually different...
your examples show nesting of existing code, but the plugin I referenced adds faint guidelines to the editor window to simplify lining up your code as you type.
As Thomas suggested, I will submit an RFE for this. I for one know that I scroll back and forth in my code sometimes to make sure my blocks line up. Block-highlighting is a cheat for this, but an integrated guide marker would make it super easy...

For RPG IV there is the Indentation View. From the Menu Bar:
SOURCE > SHOW INDENTATION
In addition there is Show Block Nesting, (CTL + SHIFT + O) which can
also be found in the context menu (right-click),
SOURCE > SHOW BLOCK NESTING
