V7R4 PTF SI76067 

This implements the
RFE [1]https://www.ibm.com/developerworks/rfe/execute?use_case=viewRfe&CR_ID=122325
which had 41 votes and goes beyond to support UTf-8 UCS2  including DBCS
characters:
dcl-s cn_utf8_2 char(20) ccsid(*utf8) inz(x'e8b083e8af95e6a682e8a681');

You can not only see but modify the character variable data.
