Removing the quotes solved the problem, indeed. I wrongly assumed that the quotes would be useful to indicate that the include is in the IFS.

Please contact IBM support so we can get this fixed.

As a work around, remove the quotes, like:

/include ../rpginc/pcty_api

Or include the full path

/home/myproject/rpginc/pcty_api
