The java tooling is included in RDi. I don't think you can get rid of it other
than removing the feature after it's installed.

Debugging java code without source is very difficult.

I think you can activate remote debug by setting some options in the "JAVA_TOOL_OPTIONS" environment variable.

I've never tried it myself when invoking from a RPG program though.
