For me, it is VERY noticeable even with relatively small programs.
I also see "live parsing MYPGM.RPGLE: (66%)" for a long, long time (sometimes indefinitely).
But I also see this when I'm in the office.
When I see this in the progress bar, the outline view is often missing information.
It has been this way (for me) a long time... I just deal with it.

I use a VPN all the time and have not seen this. What I have seen is when people use a workspace on a network mapped drive (VPN or local network) it really slows down everything associated with the workspace - which of course includes the outline.

Are you dealing with massive programs all the time? I don't find the outline to be slow at all.
