That is due to it positioning to the subroutine/procedure that your cursor is in.

In the Outline view, you expand Fields, Indicators, Subprocedures, seems to be everything. You click on a field line reference, and the cursor moves to the line. You then press the Down button to go to the next referenced line, and all is still well. Then you press down again, to go to the third referenced spot. The cursor positions on the line, and then the Outline list automatically repositions itself and loses the point where you were scrolling from. It seems to move down or up [at random] to another section of the outline. Very annoying!
