Restarting RDI with -clean is unlikely to change this it just clears the
class cache in the workspace and causes the config, or at least part of it
to be rebuilt. The message indicates that the UI (RDI) has asked the
debugger to do something and the debugger is not available to do it. Maybe
try restarting the debug server? ENDDBGSVR / STRDBGSVR from the
green-screen or right-click on the Objects element under the connection and
do Remote Servers > Debug > Start / Stop

Subject: [EXTERNAL] [WDSCI-L] Debugging using SEP
Sent by: "WDSCI-L" <wdsci-l-bounces@xxxxxxxxxxxxxxxxxx>
I am on version 9.6.0.6
I am debugging a service program that is called from PHP running on IBMi
I am receiving error CRRDG3061W The engine was busy. Request Line
breakpoint (1) was rejected.
Google is not providing much on this error code and everything I have
found relates to ZOS.
A previous entry on the WSDCI-L list suggested restarting RDi with the
-Clean option and restarting the server jobs. -Clean did not resolve the
problem.
How do I restart the servers ?
Or has anyone come across this issue recently as all google hits are a few
years ago.
