Refactoring actions requires a full parser model build. We have seen some source that takes a really long time to parse. It could be that your source isn't completing, or simply takes a long time to parse.

Ensure that all copy files are visible (IE Libraries are in the *LIBL). If when you press F5 on the outline. Note how long it takes for the parse to complete. (There will be a progress bar at the bottom.)

I'd suggest contacting IBM support so we can take a peek at why the parse of your source files is taking so long.
