There are (at least) two ways to get there.

1. In the Remote Systems view expand your system and then Jobs. Use one of the filters to find the job in question, and then right-click Debug As -> IBMi job
2. Service Entry Points (SEP) automatically starts debugging when the specified Procedure starts for the requested user. In the Debug perspective, the "IBMi Service Entry Points" view will let you create a new SEP.

#1 works only on a single job that's already started. #2 works on any job and is my go-to method. Note that if multiple jobs for the same user call the procedure, you'll debug them all.
