How can I tell if the debug server is in use? -- WDSCI-L

I applied a PTF that affected the debuggers, including RDi. That PTF
ended and restarted the debug server, disrupting a colleague's work.
Whoops.

Is there a way to know if the debug server is in use at any given
moment? I looked at APIs, Web Navigator, and the QB5ROUTER job, but
nothing seems obvious to me.
