I was able to reproduce your issue by turning off the Live parse setting and restarting RDi.
I agree that these should not be dependent.
To get this preference turned back on, go to Preferences, type ILE RPG in the small window at the top, select the IBM I Parsers (ILE RPG) preference and select the Update the Outline view when text is changed in the editor, and restart RDi.
Could you please enter a PMR so others can track the progress of this defect.

I noticed that I can no longer sort the outline; I cannot get to the preferences easily because the little drop-down triangle no longer works; I can't collapse all the nodes either.
Not sure why any of that would depend on HOW or WHEN the data gets into the outline.
Is there another setting I am missing to turn those features back on?
Whent he "auto-update" is turned off, is anyone else missing those buttons up there?
