True, but back in the S/38 to AS/400 conversion days I was Director of IT.
I tried to get the development folks to use PDM instead of the old
programmer menu. You would have thought I'd committed war crime atrocities
based on what the reaction was.

So I restricted the S/38 programmer menu on the system forcing them into
PDM. Two weeks later I held a meeting and told them I was tired of the
complaining, so I was going to remove PDM from the system, the could go back
to the programmer menu. Once again you would have thought I was guilty of
all manner of crimes to force them back to programmer menu from PDM, they
just could not continue without it. Battle won, albeit with a scar or
two.

I like the idea of an exit program, I'm going to need to look into that.
BTW, there is a product IBM ships that is SEU for system admins and not for
normal development, so you could just leave that on for the restricted folks
and remove the one that will do OPM RPG etc.

That's a little different than IBM forcing the issue.

[1] Let IBM keep delivering SEU on the system, but require a call to
Support to get a temporary key to use it for 24 hours. Every 24
hours, you need a new key. No automation. No email. Phone only.
Manually type in the key. One key per seat. Then people will have
an 'emergency' editor if they need one more sophisticated <cough>
than the already free EDTF.

Not sure if everyone knows that there's an exit point available to
restrict access to SEU.

http://www-01.ibm.com/support/docview.wss?uid=swg21429591

The exit point program could be setup to have any restrictions you wanted.
You could set it up so PersonX is allowed unlimited access, PersonY is
only allowed 5 edits per day, PersonZ is never allowed, etc.
