I spent some time tinkering with service programs and programs large and
small. My 'Refactor' dialogue comes up virtually instantly.

I, too, tried refactoring on a couple programs and found the dialog
appears almost instantly on programs larger than your example. (Running
RDi 9.5.1.2 on 64 bit Windows 8.1 Pro.) I have one 18,000 line behemoth
that takes quite a while to fully produce the outline. If rendering the
outline is still in process, that seems to delay the process. It does take
a about 27 seconds even when the outline is complete. But I get a dialog
that says "Checking preconditions..." and "Parsing source file". Of course
doing anything takes a while in an 18,000 line program. (It's from an ISV.
It's been horribly long since the first version we got from them and they
keep adding to it rather than breaking it up.)

As Chris suggested, I would try the -clean option and then you could also
try to close out any other perspectives you might have open. I've found
that I can at least reduce the heap size by closing inactive
perspectives--e.g., Debug, Database Development, iProjects, etc.--which
seems to have a positive impact on system performance. AT least it's
perceived improvement on my part.
