We recently fixed an APAR on something similar, we need to make sure this
isn't a new scenario that we need to fix.

I have seen this same issue once before and my resolution was to remove
all Screen designer comments from the source before I opened it back up
in Screen Designer.

There seemed to be some bad info in the Screen Designer
comments/instructions that were making the Screen Designer go

I haven't seen this issue in some time.
