Generally speaking, I initiate a SEP by right clicking a source member
in RSE. But I tried it after opening a random source member with
Ctrl-Shift-A and the SEP Browse buttons seem to behave as one would
expect. In particular, I note that the Browse buttons for the lower
items (Program, Module, Procedure) are greyed out until the upper items
are filled in, either by typing or browsing. RDi

Can you describe the exact steps that return all objects when using Browse?
