The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.

I don't think so ... the built in subsystems can't be moved, so I don't think there is any capability to move contributed subsystems.
Oddly enough, the subsystem elements in the RSE tree _appear_ to have drag & drop capabilities, there doesn't appear to be any functionality wired into the event.
The subsystem I wrote, for Implementer, always appears at the bottom of the subsystem nodes within the connection.
