I do paste-overlay all the time -- from clipboard, even. Alt-Z is
only for those situations where you have a block currently marked (still
highlighted) by having used Alt-R at top-left and bottom-right corners of
the block. To paste-overlay from the clipboard, I set up my own shortcut
key sequence using Alt-P. The action is "pasteOverlay".
