Once you get it, make sure you install it after starting RDI in "Run as
Administrator" mode. Probably the #1 issue people have with the plugin
installation is this.

Sourceforge seems to be having issues.
You may be able to do it the hard way and download the .zip file from
https://sourceforge.net/projects/isphere/?source=directory Then un-zip
it and add that directory to your list of update sites.
Window > Preferences > Install/update > Available update sites
