Re: Toolbar hiding and Editor arranging

There is a huge selection of customization options in the "Customize Perspective" window. Window->Customize Perspective.

You may be able to setup your desired tool by using the "Filter by action set" checkbox and setting which tool bars show up for each action set.

You can reproduce this behavior in 9.5.0.2.

The trick is to drag one of the other UI elements into the space where you want to have your second panel.

I've gotten this to work by using the "Remote Scratchpad" tab.
Click and drag that tab until it resides in the space where you want the editor to appear.
Once you let it go, you should get the left and right planes with the editors in one side and the Remote Scratchpad tab in the other side.

Next you just drag one of your open editors into the tab group with the Remote Scratchpad.
Once the editor is in the tab group you could move the Remote Scratchpad back to where it was before, but If you do this then the tab group will disappear as soon as you close the editor.

To keep the tab group around you have to leave a non-editor tab in it.

Also, I highly suggest you set this up and then run a "Save-As" for the entire perspective. This will allow you to do a soft reset by closing the perspective and reopening it.
The reason I suggest doing the save is because this type of manipulation of the UI is sometimes error prone. If you are constantly dragging elements in and out your perspective could become corrupted and not display item correctly, or it could have hidden elements that you are unable to access. The soft reset alleviates some of these issues by allowing you to close and reopen a desired perspective.

I currently have a number of RSE perspectives setup including Spanning 2 monitors, Spanning Extra wide monitors, and for Using a Single monitor.
