Got an answer. You cannot update to 9.1.1 anymore with Installation
Manager 1.7x. You must update installation manager first. Since IM 1.8x
doesn't play well with our network, we used fix central to download 9.1.1
and point IM to that as the repository.

I had to blow away 9.1.1 and reinstall because I needed to downgrade
Installation Manager to 1.7.3. The reason I had to do all this was because
of an issue with our proxy server at 1.8.0 and up. Anyway, IM can't find
the update to 9.1.1 from 9.1, so, wasn't that available as an update
through IM?
