As it turns out, I don't particularly care for incremental find, so this kills two birds with one click. If I did like incremental find, however, I'd argue that the issue was not fixed.

That is correct. The work-around in the APAR was to turn incremental find off.

I think the find dialog sequence was fixed provided you turn off "Incremental find" in preferences. With it off, the tab sequence flows as most people would expect. With "Incremental find" turned on, the tab will skip from the "Find" string box to the check boxes--blowing right past the "Replace" box. (Pardon me if my names aren't correct, I don't have access to RDi right now.
