Installation Manager is the thing I use. I have these 9.0 repositories
listed:

https://www.ibm.com/software/repositorymanager/com.ibm.rational.developer.ibmi.v90

https://www.ibm.com/software/repositorymanager/com.ibm.offering.rdpower.v90

I'd imagine you could simply activate one of them and install 9.0 that way.

I can't help with the licence - I keep all of my .pek files archived for
disaster recovery purposes. I've never had to go back to ESS to get
them, but I see they are still there. If you are a Passport Advantage
customer, I don't know how to get back level keys; maybe they are
already available there?
