I appreciate your in depth technical analysis.
We have a PMR in this space PMR 65970,082,000
But if you open a PMR as well, we might be able to get more technical
insight into this problem. The developer is still struggling with getting
to the root of it. The solution I proposed works for most, but if it does
not work for you, the best thing is to open a PMR, because you might have a
unique situation.

I also carefully followed Edmund's instructions but with no success. Here
is what I did and how it ended up:

a) Renamed directory, new name:

"c:\Programme_x86\IBM\SDP_090\configuration\com.ibm.ut.help.common_backup\"

b) Renamed file, new name:

"c:\workspaces\rdp_090\workspace\.metadata\.plugins
\org.eclipse.core.runtime\.settings\org.eclipse.help.base.prefs.backup"

c) Started RDi 9.0.1.

d) Selected "Help -> Help Contents"

Result:

a) The two files (added.ics, common.ics) of the directory are the same,
except for their timestamps.

b) "delete.ini" (0 bytes) does not exist any longer.

c) The content of "org.eclipse.help.base.prefs" changed:

I just took time to look again at the Help Text problem and found
the correction recommended by Edmund Reinhardt. I executed the
steps to copy and remove the folder and file, then restarted the
problem. The fix worked.
