Tried it again with vanilla RDi 9.0.1.
I was right clicking on a local test.html under Local subsystem.
And the web wizards are all there.
Ahh, I have Java Modernization Edition installed - that explains it.
So I take back my observations.

Follow up.
I just looked at Susan's pristine RDi with a brand new workspace and there
were zero options for HTML editing.
Noticed that Java developer capability was not enabled so did that and
relaunched. Still no HTML options. Even checked file associations - no HTML
editors.
As before followed the instructions on

and both editors appeared and work just fine.
Still no sign of any wizards for any web by stuff.

When I right click on a local .html file in Rdi, and select Open With -
Capabilitiessee HTML Editor as an option. The default is LPEX, but if you Open With
something else, the default will be changed from then on.
You can enable Web Wizards under Window->Preferences->General->

Other... a whole folder under Web of things you can create. This is not
unique to Rdi and I encourage reading up on WTP

I must be looking for a how to enable the feature I think. I managed to
hook to the Eclipse site for the Eclipse Web Tools Platform but it
