Yup, already had it turned off!

I re-confirmed this:
Windows>Preferences>Remote System LPEX>IBM i Parsers>ILE RPG
UNCHECK "Update the outline view when text is changed in the editor"

Or is there another place to do this?

I would try turning off the live Outline update feature. That seems to cause a few things like this.
