Dave,
Thanks! I did the "-clean" option...
And then it didn't compile. And then I realized it was a user Error. 99% of the time, I have this data-structure define as Qualified. In this rare case, it was NOT qualified.
Hence the reason it did NOT come up in Code-Assist! It was not qualified!
I have to learn that more often than not, that RDi 9.0 is smarter than me! <LOL>
I was juggling too many different projects today, and it shows because I missed that obvious CORRECTLY reported Error by RDI 9.0!
My apologize again; it was my User Error, NOT RDi 9.0!
PS. I am hoping that the -clean option minor clear the other minor things I notice. Mostly in the Debug environment...

Ken,
I may not be doing exactly what you're doing, but it works fine for me on 9.0.0.1.
Did you create a new workspace, or convert your old one? If you converted it, have you run a -clean on it yet?
Are you using the live outline? If so, you shouldn't have to manually refresh the outline. I expect you would have trouble with Code Assist if the outline hasn't finished the live parsing yet, though.
