Right click on the perspective tab and choose Reset? That may be an 'if all else fails' solution, though.
I'm guessing you got into Menu Visibility and turned off most of the options under Window. Hmm - I just tried that in one of my perspectives that I don't use. It does go away, but when I closed the perspective and then reopened it, the options came back. Worth a try?

Ummmmmm. I was playing with Window, Customize Perspective and I seem to
have turned off most of the Window menu. Now all I have is Open
Perspective and Show View. I don't even have Preferences any more. How
do I get Customize Perspective and Preferences back?
Further... If I change to the DDS Design Perspective, I have the Window
menu back. But how do I get it back in RSE?
