This is the answer I found. Use the product for now. We will get the
problem resolved soon.
"Yes, we are aware of a situation where existing RD Power entitled
customers can download the 9.0 code from Passport but can't download the
9.0 activation kits from the Keys center. We are working with the
migration team and the Keys center folks to hopefully get this issue
resolved soon. In the meantime, the customers should be able to use the
9.0 product for 60 days without a permanent activation kit.

When I log into the Rational License Key Center and click on the link for
"IBM Rational Developer for i", I see keys for the "...for i v8.5
Authorized User Activation Kit." But there's nothing for version 9. Do
we just use the same activation kit for 9 or do I need to do something to
request the version 9 activation kit?
