To back up what Scott said, I didn't know what refactoring was. But I was curious enough that I went to the RFE and read it. Has my vote.

Given the information that's already present in the outline view, I would think it'd be relatively easy for Rational to add some refactoring capabilities.
I definitely agree that this would be useful. But, I don't think most people in our community (at least, RPGers) understand what refactoring means -- or really, what you're asking for, Buck.
I think if you want to drum up votes, you should explain what you're looking for. ("the ability to rename variables, procedures, etc at a click of a button") etc.
Explain it well, and I think you could get a lot of votes.
