BTW, I cross posted to the RDP cafe and got the following response from
another developer:
"In the editor, are there any yellow markers along with right margin of the
editor? They could indicate source that the outline is having a problem
with.
It is best in these cases to contact support so that we can investigate the
issue.

To which I responded:
"Eric,
Yes - I did see the yellow markers. And ironically now when I re-open that
same member (which I just promoted to production), there are no yellow
markers and the outline appears to be working... I even tried opening a
different SQLRPGLE member and the outline appears to be working just fine.
I do recall though in my earlier session when I did see the yellow markers,
they appeared on lines that had the plus sign at the end, such as in this
example:
gk200C Q_ODCPTGE + Quote + S_CPT01 + Quote + And +
gk200C Q_ODCPTlE + Quote + E_CPT01 + Quote + RP +
But anyway it appears to have resolved itself."
